SWT Principals have prepared and submitted and obtained RWQCB approvals for Design Reports, Designed and Provided Engineering Support for Over 60+ liner Design and Construction Projects Completed (since 1993) within the Western United States, which include the following:

SWT works with our clients and the appropriate regulators to provide cost-conscious, practical compliance solutions that meet the criteria required by regulatory agencies. SWT’s extensive knowledge and experience of Federal, State, and local requirements, regulatory documentation and reporting, engineering specifications, construction oversight, and environmental compliance enables our clients’ projects to be conducted in a timely manner.
Permitting
SWT has provided various support services for many types of permits including:

Notice of Non-Applicability
SWT has prepared several Notice of Non-Applicability (NONA) / No Discharge Technical Reports. This has included determining a site’s eligibility for NONA basin(s), basin design, regulatory liaison throughout the process (i.e., preliminary concurrence prior to basin construction), NONA report preparation, Notice of Termination, and all related services. NONA’s allow our clients added protection from third-party lawsuits, as well as long-term cost savings as NONA facilities are not required to sample stormwater and prepare other reports (i.e., SWPPP, Annual Reports, etc.).
Storm Water Projects
Final Closure and Partial Final Closure Projects
SWT staff has been the Project Manager, Project Engineer, Designer and provided Engineering Support functions on at least 25 final closures or partial final closure projects. In many cases, this work has also included preparation of the Final Closure Report and Partial Final Closure Reports required by the regulations.

Construction Management Services
SWT proudly provides construction management (CM) services to our clients, successfully completing projects from permitting to their construction to obtaining agency approval. SWT provides construction oversight to ensure projects are built to specifications with detailed CM oversight to certify the construction. SWT’s CM services support construction in a cost-effective manner while meeting all regulatory requirements.
Construction Projects

• Landfill unit groundwater protection system construction
• Construction related to partial and final closure of landfill units
• Ancillary Facilities - Including Scale, Leachate Collection and Removal Systems, Roadways, and Scale houses
